The US government has been a powerful ally to Ukraine to counter the Russian war. It has led on sanctions; humanitarian and military aid; condemning the invasion; and supporting accountability.
On February 23, 2024, the Biden Administration issued a US Business Advisory for Russia. There have been eight previous business advisories to ensure the private sector is fully aligned with US government policies. They are often issued by the Departments of State, Commerce, Treasury, and Labor as well as the US Trade Representative. To see how businesses have responded to the invasion, view our analysis.

We are urging the Trump administration to issue an updated US Business Advisory for Russia as well as calling on Congress to support this effort.
- Draft policies: See a proposed draft of an updated US Business Advisory for Russia. Also, see a proposed memo to discourage Westerners from serving on Russian company boards.
- US House: Ask your Representatives to support the “Sanctioning Russia Act of 2025” (H.R.2548). Also ask Rep. Keating (D-MA) to reintroduce “Calling on major United States companies still operating in Russia to reconsider their continued presence” (H.Res.274) into the 119th Congress.
- US Senate: Ask your Senators to co-sponsor the “Sanctioning Russia Act of 2025” (S.1241) and “STOP China and Russia Act of 2025” (S.2657).
